This essay describes how longstanding conceptions of professionalism in American medical care came under attack in the decades since the enactment of Medicare in 1965 and how the reform strategy and core provisions of the 2010 Affordable Care Act illustrate the weakening of those ideas and the institutional practices embodying them.The opening identifies the dominant role of physicians in American medical care in the two decades after World War II. The development of any novel reproductive technology involving manipulation of human embryos is almost inevitably going to be controversial and evoke sincerely held, but diametrically opposing views. The plethora of scientific, ethical and legal issues that surround the clinical use of such techniques fuels this divergence of opinion. During the policy change that was required to allow the use of mitochondrial donation in the UK, many of these issues were intensely scrutinised by a variety of people and in multiple contexts. (...) This extensive process resulted in the publication of several reports that informed the recommendations made to government. We have been intrinsically involved in the development of mitochondrial donation, from refining the basic technique for use in human embryos through to clinical service delivery, and have taken the opportunity in this article to offer our own perspective on the issues it raises. The present paper develops arguments for the need to formulate the basic theories of physics in terms of a six-dimensional manifold, as opposed to the four-dimensional space-time continuum of conventional theory. Employing a purely classical approach, some of the dynamical consequences of such a formulation with regard to both electrodynamics and gravitation are evaluated. The results lead to interesting implications with regard to various questions such as the occurrence and importance of superluminal particles, the existence of two or more physically (...) distinct time scales, and the variation of the gravitational coupling constant G and the law of energy conservation. Henry Sheffer’s 1908 Harvard Ph.D. thesis contains an interesting appendix on a central feature of the logical work of his thesis advisor, Josiah Royce. This is the claim in Royce’s 1905 article “The Relations of the Principles of Logic to the Foundations of Geometry” that an unsymmetric ordering relation can be defined on the single symmetric O-relation for which he gives postulates in that paper. Sheffer criticizes Royce’s specific definition from the point of view of the evolving twentieth century conception (...) of axiomatic method and also shows more generally that an unsymmetric1 order relation cannot be defined in the system of the 1905 paper based on the O-relation. Scientific endeavor is the pursuit of knowledge with the aim of advancing the welfare of all human beings. This endeavor is built on the ideology of science; thus, society relies on the integrity of the practice of science and of scientists themselves. The responsible conduct of research is the essence of good science; however, many of the pedagogical approaches used to instill integrity in science accentuate the negative rather than exemplify ideal professionalism. This paper makes an argument for the inculcation (...) of the appropriate conduct of research via a positive approach. We address the acclimation to the culture of science that supersedes diverse cultural backgrounds of students. We suggest techniques for the implementation of positive strategies and reinforce the benefit of approaching the teaching of ethical behavior as a competitive advantage. We highlight ways in which this approach can empower the individual scientist and the scientific community as a whole. Transmission of the culture of scientific professionalism formalizes the aims of an ideal scientific professional and encourages assimilation and identification as a member of the scientific profession. We purport that instilling scientific professionalism will spur responsible conduct of research. (shrink)

Why does performing certain tasks cause the aversive experience of mental effort and concomitant deterioration in task performance? One explanation posits a physical resource that is depleted over time. We propose an alternative explanation that centers on mental representations of the costs and benefits associated with task performance. Specifically, certain computational mechanisms, especially those associated with executive function, can be deployed for only a limited number of simultaneous tasks at any given moment. Consequently, the deployment of these computational mechanisms carries (...) an opportunity cost – that is, the next-best use to which these systems might be put. We argue that the phenomenology of effort can be understood as the felt output of these cost/benefit computations. In turn, the subjective experience of effort motivates reduced deployment of these computational mechanisms in the service of the present task. These opportunity cost representations, then, together with other cost/benefit calculations, determine effort expended and, everything else equal, result in performance reductions. In making our case for this position, we review alternative explanations for both the phenomenology of effort associated with these tasks and for performance reductions over time. Likewise, we review the broad range of relevant empirical results from across sub-disciplines, especially psychology and neuroscience. We hope that our proposal will help to build links among the diverse fields that have been addressing similar questions from different perspectives, and we emphasize ways in which alternative models might be empirically distinguished. Peirce scholar and any other philosopher who wishes to relate Peirce's thinking on language and logic to other major thinkers and logical themes of the twentieth century (and beyond). The essays extend or complement discussions of Peirce's logic and philosophy of language that have come to be expected from the "Finnish school" of philosophers, which includes Hintikka and Hilpinen, as well as Pietarinen.Nine of the essays (Chapters 3, 4, 5, 7, 8, 10, 12, 13, and 14), comprising about two-thirds of the entire book, are revised and expanded versions of essays that Pietarinen has previously published. The remaining one-third (approximately) of the book is brand new. Chapters 1 and 2 serve as general introductions to the book's major interests. Chapter 6 is on evidence for constructivism in Peirce, as well as several other topics. Chapter 9 compares Peirce's ideas with Wilfred Hodges's "dialogue foundations" and contains a small philosophical dialogue, which has Peirce, Wittgenstein, and Hodges as its characters. Still, the essays are similar to one another in two ways, which ways are closely related to each other. First, they all concern the Peircean doctrine that semeiotic and semeiosis constitute the heartland of logic, and that this heartland is vastly richer than the sort of pure mathematical calculi that might mistakenly be taken for logic itself (and were in fact so taken for much of the twentieth century). Second, they all deal with the Peircean insistence that semeiosis is inherently a form of Praxis in which interchanges occur between or among various "agents" or "actors," one of which might be nature itself; so that at the very least logic is dialogic, and so that more generally one may justifiably speak of semeiosis as involving something like a "game." These lines of exploration will surprise no seasoned Peirce scholar, but the special genius of the Finnish "school" of Peirce interpretation from Hintikka forward is to have spotlighted in dramatic fashion the game-theoretical nature of many elements in Peirce's semeiotic.In these essays Pietarinen amply exhibits two attainments of mind that are indispensable for the serious Peirce scholar. One is the object of what we might call "The Eisele Imperative" after the vehement urgings of Carolyn Eisele: this is the possession of some significant degree of sophistication in mathematics. Pietarinen's mathematical skills are plainly sufficient for his discussions of logic and game theory. For example, his Chapter 5 is an excellent technical discussion of Peirce's existential graphs, and his Chapter 7 is an admirable technical discussion of certain aspects of game theory and generalized quantifiers. Another crucial skill needed by the serious Peirce scholar is the object of what we might call "The Pietarinen Corrective" after the practices exemplified in these essays: this is the possession of extremely broad knowledge of recent and contemporary philosophy, especially philosophy of language, logic, metaphysics, epistemology, and philosophy of science.Indeed, the breadth of Pietarinen's acquaintance with twentieth century logic and philosophy of language, both "analytic" and "continental," is breathtaking. This allows him scope for comparisons of Peirce's views with an extraordinarily wide, and not always easily anticipated, range of philosophers and philosophic traditions. Achieving space situational awareness requires, at a minimum, the identification, characterization, and tracking of space objects. Leveraging the resultant space object data for purposes such as hostile threat assessment, object identification, and conjunction assessment presents major challenges. This is in part because in characterizing space objects we reference a variety of identifiers, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, operational processes, operational statuses, and so forth, which tend to be defined in highly heterogeneous and sometimes inconsistent (...) ways. The Space Domain Ontologies are designed to provide a consensus-based realist framework for formulating such characterizations in a way that is both consistent and computable. Space object data are aligned with classes and relations in a suite of ontologies built around the existing Space Object Ontology. They are stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space situational awareness and the needs of spacecraft operators and analysts. This paper provides an overview of the Space Domain Ontologies and their development and use. It presents the motivation for and advantages of the Space Domain Ontologies, including the benefits they provide for enhancing and maintaining long-term space situational awareness. (shrink)

This paper examines a fundamental problem in applied mathematics. How can one model the behavior of materials that display radically different, dominant behaviors at different length scales. Although we have good models for material behaviors at small and large scales, it is often hard to relate these scale-based models to one another. Macroscale models represent the integrated effects of very subtle factors that are practically invisible at the smallest, atomic, scales. For this reason it has been notoriously difficult to model (...) realistic materials with a simple bottom-up-from-the-atoms strategy. The widespread failure of that strategy forced physicists interested in overall macro-behavior of materials toward completely top-down modeling strategies familiar from traditional continuum mechanics. The problem of the ``tyranny of scales'' asks whether we can exploit our rather rich knowledge of intermediate micro- scale behaviors in a manner that would allow us to bridge between these two dominant methodologies. Macroscopic scale behaviors often fall into large common classes of behaviors such as the class of isotropic elastic solids, characterized by two phenomenological parameters---so-called elastic coefficients. Can we employ knowledge of lower scale behaviors to understand this universality---to determine the coefficients and to group the systems into classes exhibiting similar behavior? (shrink)

Among discrete emotions, basic emotions are the most elemental; most distinct; most continuous across species, time, and place; and most intimately related to survival-critical functions. For an emotion to be afforded basic emotion status it must meet criteria of: (a) distinctness (primarily in behavioral and physiological characteristics), (b) hard-wiredness (circuitry built into the nervous system), and (c) functionality (provides a generalized solution to a particular survival-relevant challenge or opportunity). A set of six emotions that most clearly meet these criteria (enjoyment, (...) anger, disgust, fear, surprise, sadness) and three additional emotions (relief/contentment, interest, love) for which the evidence is not yet quite as strong is described. Empirical approaches that are most and least useful for establishing basic-emotion status are discussed. Basic emotions are thought to have a central organizing mechanism and to have the capacity to influence behavior, thoughts, and other fundamental processes. (shrink)

This article discusses minimal model explanations, which we argue are distinct from various causal, mechanical, difference-making, and so on, strategies prominent in the philosophical literature. We contend that what accounts for the explanatory power of these models is not that they have certain features in common with real systems. Rather, the models are explanatory because of a story about why a class of systems will all display the same large-scale behavior because the details that distinguish them are irrelevant. This Handbook provides an overview of many of the topics that currently engage philosophers of physics. It surveys new issues and the problems that have become a focus of attention in recent years. It also provides up-to-date discussions of the still very important problems that dominated the field in the past.

In many evolutionary/functionalist theories, emotions organize the activity of the autonomic nervous system and other physiological systems. Two kinds of patterned activity are discussed: coherence, and specificity. For each kind of patterning, significant methodological obstacles are considered that need to be overcome before empirical studies can adequately test theories and resolve controversies. Finally, links that coherence and specificity have with health and well-being are considered.

When Nishida Kitarô wrote Studies of the Good, he was a high school teacher in Kanazawa far from Tokyo, the center of Japanese scholarship. While he was praised for his intellectual effort, there was no substantive agreement about the content of his ideas. Critics disagreed with the way he conceived of reality and of truth as contained in reality. Taken together, I believe that the responses to Nishida's early work give us a window on the state of Japanese philosophy in (...) the early twentieth century. In what follows, I give evidence for the existence of such a debate about the nature of truth and reality. After a sketch of Nishida's position, I outline the positions of two other contemporary thinkers: Katô Hiroyuki and Takahashi Satomi. With respect to Nishida, they offer markedly different takes on the question of universal truth: Katô favors an antireligious, scientific positivism while Takahashi accepts an existentialist notion of radical human finitude, in which human access to any certainty is denied. I conclude that one is confronted with a lively debate by Japanese philosophers inside Japan about the definition of truth and consequently about the nature of reality. (shrink)
